Based on the full description of 'Identify', which is "Team determined which missions to attempt, explored building and coding resources, and sought guidance as needed", I am interpreting 'resources' as any material a team encounters through research. This may include, but is not limited to:
Official build instructions for EV3/SPIKE Prime drive bases and attachments
Official coding lessons built into the programming app
The provided sample mission
Community-developed build and coding resources shared online via websites or YouTube videos
Resources that pertain to engineering/coding but not LEGO/FLL, eg. a YouTube video about PID or rack-and-pinion gears
I will note that while robots can and will be inspired by official and unofficial build guides, the 'Create' criteria does require that "Team[s] developed original designs or improved on existing ones according to their mission strategy." Applying the engineering design cycle of researching, building, testing and iterating enables teams to meet this criteria.
